extract manually, copy files in \VSROptionalPackageNT_1.0.9.0_x64.msix\NT\ into
.\Sandbox\Nero AI Video Upscaler\local\modified\@PROGRAMFILES@\Nero AI Video Upscaler
restart. It still says it has to download to encode, but if I say no… it seems to start encoding anyway.

And thanks for letting me know, I just tested the upscaling in the VM and it works well even without that module, so I assumed 1GB was enough data to get it going lol.
Anyway, I now added an optional svm package to get that module, instead of doing your method (which is still an option, possibly to get future updates quicker than I can release). Thanks!
Looks great, but it requires an additional 2.4gb ‘Optional Hardware Acceleration Package’ bundle from the Microsoft Store which wont be able to install because it cant find the portable version. There doesn’t seem to be a way to download this package manually and side load it into the portable directory.
